Boil only 2 quarts water to cook 1 pound of pasta until just shy of al dente. The starchy pasta water is a key ingredient.
Then pour in a cup of white wine and reduce over medium to about ½ cup, about 3 minutes.
Add the drained pasta and toss. Cook, stirring, until most of the liquid has been absorbed, 2 to 3 minutes.
Add 1 teaspoon black pepper, 3 tablespoons lemon juice and 2 tablespoons lemon zest and ¾ cup basil or parsley. Taste and season with salt and serve with grated Parmesan.
